DESCRIPTION
The Department of Administrative Services is charged with providing general administrative/staff support to the Office of The First Selectman as well as direct responsibility for oversight and management of the following functions: Human Resources (Pay & Benefit Administration/Personnel/Labor Relations); Information Systems; Risk Management and Capital Improvements. It has indirect oversight of Health and Emergency Medical Services.
The Assessor's Office performs accurate and equitable assessment functions to serve the public. The Assessor is required by Connecticut law to discover, list and value all real and personal property subject to taxation. The property is assessed at 70% of fair market value. In addition to over 9,700 parcels of real property (land and buildings), the Assessor must value personal property of approximately 1,700 businesses and 18,200 motor vehicles as well as to administer tax credits and property tax exemptions.

The Town of Stonington is using the Enhanced 911 system for all emergencies. All 911 calls are received by the Stonington Police Dispatch Center and disseminated to the appropriate agencies. Fire protection is provided by six volunteer fire departments. Emergency Medical Services (EMS) are provided by three volunteer ambulance companies. Police protection is provided by a full time Police Department.
The Town Engineer supports the Town’s Land Use commissions, insuring Town wide DEP compliance, overseeing some of the Town funded construction projects, overseeing Town facilities (not including the WPCA and the BOE buildings), assisting with the continued implementation of our Town wide Geographic Information System, Permit Tracking and Document Management Systems, as well as being involved with many other Town initiatives.
The Finance Director serving as the Chief Fiscal Officer is responsible for: Compilation of the budget; Maintaining the accounting system/Financial recordkeeping; Purchasing Procedures;Administration of expenditure; Assessment of Real and Personal Property;Collection of taxes; Investment of Town Funds; Provide support to the Board of Finance; Payroll (Employee Information)
The Department of Human Services four divisions are: Social Services, Senior Services, Youth & Family Services and Recreation. The mission of the Department of Human Services is to enhance the quality of life for Stonington residents from all age groups and economic backgrounds by advocating for their basic needs and promoting self-sufficiency.

Stonington has a mandatory recycling program along with a user fee (bag program) designed to offset tipping fees at the Preston Waste-to-Energy facility. Recyclable items must be separated and all other trash put into "yellow bags."
Water Pollution Control manages three individual sanitary sewer systems that serve the more populated regions of Stonington including the villages of Mystic, Old Mystic, Pawcatuck, and Stonington Borough. The remaining areas use individual on-site septic systems.
